LAUNCH OF A RESTRICTED PROCEDURE FOR THE DESIGN AND CONSTRUCTION OF A SHIP FOR THE AUTONOMOUS REGION OF THE AZORES

 
     
 

LAUNCH OF THE RESTRICTED TENDER PROCEDURE

On 10 January 2019, the Regional Secretariat for Transport and Public Works launched a restricted tender by previous qualification for the construction of a passenger RO-RO ship for the Autonomous Region of the Azores.

This tender was authorised by the Resolution of the Council of the Government no. 125/2018 of 13 November 2018, following the annulment of the previous procedure, which failed to award the contract for the purchase of goods following the exclusion of the proposals submitted.

THE PUBLIC CONTRACT FOR THE PURCHASE OF GOODS

According to the contract notice published in the Portuguese Official Gazette, the contract entails the design and construction of a ship meeting the following requirements:

(i) capacity of 650 passengers; and

(ii) capacity of 150 vehicles.

The maximum price that the Regional Secretariat for Transport and Public Works is willing to pay for the performance of the contract is EUR 48,000,000.00 (plus VAT).

The deadline for the performance of the contract is 580 days, as from the date on which the contract becomes effective, in other words, from the date of notification of obtaining of the compliance declaration or authorisation by the Portuguese Court of Auditors.

THE RESTRICTED PROCEDURE

The restricted tender by previous qualification takes place in the following two phases: (i) application to participate in the procedure and qualification of the applicants, and (ii) submission and analysis of tenders.

In order to participate in the procedure, bidders will have to submit an application and meet the technical and financial requirements set out in the tender term sheets.

The term in which to submit applications is 30 days, ending on 11 February 2019.

The public contracting entity has a period of 60 days from the deadline for the submission of applications to present its decision regarding the qualification of the applicants.

Applicants that qualify from the first stage of the procedure shall have a term of 30 days from receiving the respective invitation from the Regional Secretariat for Transport and Public Works to submit their tenders.

Applicants must maintain their tenders for a period of 180 days counting from the tender submission deadline.

The contract shall be awarded to the most economically advantageous tender.

Upon the award of the contract, the tenderer shall provide a 2% security bond.
