THE ANNOUNCEMENT OF THREE PUBLIC TENDERS
On 5 March 2018, in a press conference attended by the Spanish Prime Minister, the Portuguese Prime Minister announced that the Government will launch three public tenders for the construction of the Évora-Elvas railway line.
According to media sources, the railway line will be circa 100 kilometres long and it is expected to cost around EUR 509 million.
The construction of the line is expected to begin in March 2019 and to be completed by the first quarter of 2022.
THE FIRST PUBLIC TENDER
The first public tender for the construction of the Évora-Elvas railway line was launched on 5 March 2018.
According to the competition notice, the awarding authority is Infraestruturas de Portugal, S.A., a publicly-owned company, responsible for the construction and management of Portuguese infrastructure.
This public works contract will involve the construction of the first 20.5 kilometres of the Évora-Elvas railway line, including (i) the construction of six bridges and railway viaducts, (ii) the construction of access pathways, (iii) the construction of railway line fencing, and (iv) signalling and catenary works. The term for the conclusion of the works is 540 days.
The maximum price that Infraestruturas de Portugal, S.A. is willing to pay for this public works contract is EUR 65 million.
The tender offers will be assessed according to two essential criteria:
(i) price (60%); and
(ii) technical quality of the tender (40%).
The term in which to submit tenders is of 61 days, ending on 2 May 2018.
