Spain. Environment and Climate Change Law

Following the commitments assumed under the Paris Agreement (ratified by Spain on 22 April 2016) and the European Union's energy, environment and climate change policy, Spain has developed a strong and comprehensive legislative framework on environment-related issues. This framework is aligned with that in the rest of the European countries, in terms of both legislation and enforcement. Thus, Spain is deeply committed to the fight against climate change.

In 2023, no relevant or major new environmental laws were enacted and there have been no changes in policy relating to the environment and climate change. However, several laws and regulations that complete and update the legislative framework were approved, as explained in Section II, below.
