Bernardo Ayala is the current managing partner of Uría Menéndez in Lisbon.
He has over 30 years’ experience advising on public law, infrastructure projects (including project finance) and dispute resolution (including arbitration, public law litigation and multijurisdictional litigation), and is recognised as one of Portugal’s leading practitioners in these areas.
Bernardo advises a broad spectrum of clients on public procurement (particularly project financing structures); domestic and multijurisdictional litigation and arbitration concerning public and administrative law issues; the civil liability of public authorities; M&A in regulated sectors; privatisations; regulatory matters; and financial products contracted by public entities.

Teaching activity
He lectured on several public law subjects at the Faculty of Law of the Universidade de Lisboa between 1992 and 1998 (constitutional law, administrative law, fundamental rights and urban planning law), and at the Faculty of Law of the Universidade Católica Portuguesa between 2003 and 2015 (public procurement, public-private partnerships, the state-owned corporate sector and fundamental rights).
