On 29 May 2020, the President of the Human Rights Council of the United Nations (‘UN’) made a statement stressing that States bear the primary responsibility of respecting, protecting and fulfilling human rights and fundamental freedoms, and calling on them to ensure that all human rights are respected, protected and fulfilled while combatting the pandemic.

Similarly, the UN High Commissioner for Human Rights has indicated that the COV ID-19 pandemic has been a test for societies, governments, communities and individuals, and that respect for human rights by States across the spectrum – including not only civil and political rights, but also economic and social rights – will be fundamental to the success of the public health response.
