Amendments to Spain’s Anti-Money Laundering and Counter-Terrorist Financing Regulation under Royal Decree 813/2026 of 7 October
15 October 2026
On 8 October 2026, Spain amended its anti-money laundering and counter-terrorist financing regulation to address emerging risks and technological developments, prepare for Spain’s upcoming FATF mutual evaluation, and partially transpose Directive (EU) 2024/1640. Key changes include enhanced due diligence and identification obligations; an extension of the obligation to appoint a representative before SEPBLAC; a new internal control framework incorporating specific policies on international financial sanctions; the alignment of the rules governing foundations and associations with FATF standards; and an institutional reorganisation of SEPBLAC.
The amendments will enter into force on 28 October 2026, subject to transitional arrangements for certain obligations.
