Carlos Mínguez is a lawyer in Uría Menéndez. He joined the firm in 2006 after serving in the Administración General del Estado (central government administration) and in the Administración de la Generalitat Valenciana (Valencian regional government administration).
He is a member of the national senior civil servants corps (Cuerpo Superior de Administradores Civiles del Estado).
Carlos is a member of the Public Law and Litigation Practice Area and heads the environmental and public law practice in Valencia’s office. He advises both public entities and private companies.
He has extensive experience in matters concerning public contracts, taxes, public authority liability, public goods, natural resources and environmental issues. Carlos is a well-known specialist in water and mining law.
Carlos regularly appears before the administrative and civil courts and in criminal and civil proceedings raising administrative law and, in particular, environmental law issues.
