Javier Balza joined Uría Menéndez in 2009. He became a partner of the firm in 2013 and he currently heads up the public law department in the Bilbao office.
His practice focuses mainly on constitutional and administrative law matters as well as litigation before the administrative courts. He has over 30 years of experience, most of which were spent heading the central legal service of the Basque Government.
He specialises in advising and defending in court in a wide range of sectors, such as major infrastructure networks (i.e., road and railway networks), transport concessionaires, shopping centres, energy, gas, oil and telecommunications, with special emphasis on regulations regarding public budgets and public finances.

Teaching activity
Between 1990 and 1999, Javier lectured on several postgraduate courses at the Universidad del País Vasco. He is a regular speaker at conferences, seminars and summer courses organised by universities and regional and national institutions.
